DigiWheel LCD: Thumb-wheel replacement for RVR FM transmitters

DigiWheel is a thumb-wheel replacement board for RVR or other FM transmitters.
It is designed to perfectly fit (PnP) any older RVR FM PLL (also BEXT in US) series TEX20-NV, TEX100, TEX150, TEX300 (BEXT XT-300), etc.
All you have to do is remove the original thumb-wheel board from the face-plate, and install this board in its place.
It uses a back-lit 8x2 LCD and a single up/down switch to select frequency of operation.
The LOCK status LED is replaced by a relevant message on the LCD.
The selected frequency is automatically stored after a few seconds to become the power up frequency.
With optional additional hardware (effectively, a 5V to RS232 level converter), it can be used via a serial communications port (38400 bps 8-N-1).
This allows additional functionality (connect with any terminal program, such as PuTTY or HyperTerm):

* Setting your own minimum and maximum limits within absolute limits
* Adjusting the LCD backlight as percentage
* Blocking the UP/DOWN key to lock the frequency
